Allies & Ross Management and Development Corporation (“ARMDC”) is issuing this soliciting to a Professional Environmental and/or Professional Engineering firm to complete the Project Emission Estimates for Regulated Pollutants for Federally Funded Projects (the “Report”) in connection with the new construction of a four (4) story midrise building containing eighty-seven (87) rental apartment units (the “Project”).

The HACP is a municipal corporation, formed under the U.S. Housing Act of 1937, codified at 42 U.S.C. Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth of Pennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged with providing “affordable decent, safe and sanitary housing for low-income persons.” The HACP has approximately 300 employees and services over 10,000 residents. The Authority, its partners and subsidiaries operate approximately 4000 units of rental housing; and, through its Housing Choice Voucher Program, funds housing assistance for the rental of more than 6000 other units of privately owned housing. Major operational departments include Asset and Site Management, Facility Services, Occupancy, Housing Choice Voucher, and Modernization & Development. Major administrative departments include Legal, Finance, Information Technology, and Human Resources. Our public and community relations departments are Community Affairs and Resident Self-Sufficiency. All departments work together to achieve the goals of the Authority that are set by the Board of Commissioners. Day to day decision-making rests with the Executive Director, who reports to the Board of Commissioners on a regular basis. Allies & Ross Management and Development Corporation (“ARMDC”) is soliciting quotes from a Third Party Agency (“TPA”) to provide a Building Electrical Permit Plan Review (“Services”) on behalf of the City of Pittsburgh (“City”) Department of Permits, Licenses, and Inspections (“PLI”) in connection with the occupied renovation of 225 rental apartment units associated with the Glen Hazel Rental Assistance Demonstration (“Project”).

The Housing Authority of the City of Pittsburgh (hereinafter referred to as “HACP”), is a federally funded public housing agency. The Housing Authority maintains approximately 5208 units of rental housing. HACP is issuing this Invitation for Bids (“IFB”) for qualified and interested business firms to submit sealed bids to provide HVAC support authority wide and other related work requested by HACP in accordance with Attachment 1 and 2, titled “Bid Sheet and “Specifications”.

Allies & Ross Management and Development Corporation (the “ARMDC”) is soliciting a Professional Auditing Services firm (the “Auditor”) to complete a 50% Test Calculation in accordance with Section 42 of the Internal Revenue Service (the “IRS”) Code for 3 bond projects in one financing transaction redeveloping 225 existing rental apartment units associated with the Glen Hazel Rental Assistance Demonstration (“RAD”) (the “Project”). The project includes forty-four (44) Low Income Housing Tax Credits (“LIHTC”) buildings and one non-LIHTC building. The project includes acquisition and rehabilitation credits and will track costs according to the three bond projects included in this transaction.
