- Redirect rule: HACP Public Safety supports HACP communities, but it does not dispatch police, fire, or emergency medical responders. Immediate emergencies must go to 911; non-emergency HACP safety concerns remain with HACP Public Safety.

Food Assistance and SNAP
- Redirect rule: HACP may provide referrals, but it does not determine SNAP eligibility, issue EBT cards, process SNAP cases, or operate the external food pantries and meal programs listed on its website.
- Provider: Pennsylvania Department of Human Services through COMPASS, Greater Pittsburgh Community Food Bank, and other food providers listed by HACP.
- Service description: Pennsylvania DHS administers SNAP and accepts applications online through COMPASS or through County Assistance Offices. The Greater Pittsburgh Community Food Bank helps people locate food resources and obtain SNAP application assistance.

Health Insurance and Public Health Benefits
- Redirect rule: HACP does not determine Medicaid, CHIP, or Marketplace eligibility, enroll users in health coverage, or provide medical or behavioral-health treatment. HACP’s Disability Compliance Office remains the correct path for reasonable-accommodation requests involving HACP programs.

- Redirect rule: HACP does not provide on-demand shelter intake or make immediate emergency-shelter placements. HACP publishes referrals to Allegheny County’s coordinated-entry system, local shelters, and domestic-violence and victim-service providers.

- Redirect rule: HACP handles maintenance matters in HACP-owned units, but utility companies control customer accounts, billing, service start or stop requests, outages, and restoration. LIHEAP and other payment-assistance programs are administered outside HACP.
- Provider: The utility company serving the address, Pennsylvania Department of Human Services for LIHEAP, and assistance programs listed by HACP.
- Service description: Customers should contact the company shown on the utility bill for account or outage issues. Pennsylvania DHS administers LIHEAP, and HACP’s Utility Assistance page lists provider payment plans, grants, weatherization, and related resources.
