The Housing Authority of the City of Pittsburgh (hereinafter referred to as “HACP”), is a federally funded public housing agency. The Housing Authority maintains over 2500 units of rental housing. HACP is issuing this Invitation for Bids (“IFB”) for qualified and interested business firms to submit sealed bids to provide Ford Fleet Vehicle Maintenance and other related work requested by HACP in accordance with Attachment 1 and 2, titled “Bid Sheet and “Specifications.”

The Housing Authority of the City of Pittsburgh (“HACP”) requests proposals from qualified property owners and/or developers (including non-profits and Community Development Corporations) under the Project-Based Voucher (“PBV”) Program.  The HACP’s PBV program is designed to conform to the Project-Based Voucher Program Final Rule published on October 13, 2005, Federal Regulations at 24 CFR Part 983 as modified by the Housing and Economic Recovery Act of 2008 (Federal Register Notice 73 FR 71037), other applicable Notices from the Department of Housing and Urban Development, the implementing provisions of the Housing Opportunity Through Modernization Act of 2016 (Federal Register Notices 82 FR 2458 and 82 FR 32461).

Allies & Ross Management and Development Corporation (“ARMDC”), a non-profit corporation and an instrumentality of the Housing Authority of the City of Pittsburgh (“HACP”), hereby requests Proposals from experienced firms to provide Security Camera Systems and Access Control services.  A more detailed scope of services is provided in Section II of this Request for Proposals (“RFP”).

ARMDC seeks proposals from persons or organizations qualified to perform: Security Camera Systems and Access Control for the Northview Midrise.

ARMDC is contemplating the award of a professional service contract, or contracts, for three (3) years with two (2) one (1) year extension options (at ARMDC’s discretion) in the form of the Contract (Attachment A) through this solicitation process.  If submitting alterations to the ARMDC contract for review and acceptance by ARMDC, please submit an electronic version in MS Word format on and upload the revised version to the Dropbox link provided in the Timeline table of this RFP.  If submitting your company contract for review and acceptance by ARMDC, please submit an electronic version in MS Word format to the Dropbox link found in the Timeline table of this RFP.  If your contract is not included with your proposal it is assumed that ARMDC’s contract will be used and is binding.
