Allies & Ross Management Corporation (:ARMDC”), a non-profit corporation and an instrumentality of the Housing Authority of the City of Pittsburgh (“HACP”) hereby requests proposals from qualified firms to perform Construction Management Services (hereinafter, “CM Services”). A more detailed scope of services is provided in Section II of this Request for Proposals (“RFP”).
Pursuant to HUD PIH 2007-15, HACP selected ARMDC to assist in transforming public housing in the City of Pittsburgh by working cooperatively with United States Department of Housing and Urban Development (“HUD”), the Pennsylvania Housing Finance Agency (“PHFA”) and other entities to achieve HACP’s revitalization objectives.
Over the next several years, ARMDC’s mission is to redevelop public housing communities into mixedincome communities utilizing the mixed-finance development approach. ARMDC will serve as developer on all such redevelope activities including the development of the Northview Midrise. As part of this process, ARMDC will work with the selected Construction Management Firm(s) to submit a low income housing tax-credit (“LIHTC”) application to PHFA and to obtain the funding necessary in order to implement this new development project. ARMDC will prepare the LIHTC, New Market Tax Credit (“NMTC”) and other funding applications to effectuate the development of the new Northview Midrise building.
The United States Department of Housing and Urban Development Department (“HUD”) provides the funding for the services and therefore all services performed must be in compliance with all rules and regulations of this program, and all other applicable Federal regulations including, but not limited to, Handicap Accessibility (Section 504), Americans with Disabilities Act (ADA), Uniform Federal Accessibility Standards (UFAS), Davis-Bacon wage requirements, Environmental Protection Agency rules and regulations, HUD’s Modernization Design Standards and Federal procurement requirements.

Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth of Pennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged with providing “affordable decent, safe and sanitary housing for low-income persons.”
The HACP has approximately 350 employees and services over 10,000 residents. The Authority itself maintains approximately 5208 units of rental housing; and, through its Section 8 program, funds the rental of more than approximately 5247 other units of privately owned housing.
Major operational departments include Property Management, Maintenance, Occupancy, Section 8, and Modernization & Development. Major administrative departments include Legal, Finance, Management Information Systems, and Human Resources. Our public and community relations departments are Community Affairs and Resident Self-Sufficiency. All departments work together to achieve the goals of the Authority that are set by the Board of Commissioners. Day to day decision-making rests with the Executive Director, who reports to the Board of Commissioners on a regular basis.

Allies & Ross Management and Development Corporation (ARMDC), a nonprofit instrumentality of the Housing Authority City of Pittsburgh (HACP) is seeking qualified firms to respond through this Requst for Qualifications (RFQ) to help finance the redevelopment of several potential development sites (the “Projects”) during the next five year period across numerous HACP-owned communities. ARMDC is seeking qualifications and proposals from firms wishing to serve in one or more of the following roles and for one or more of the to-be-identified Projects:
1) An investor/limited partner for a 4% or 9% Low Income Housing Tax Credit (LIHTC) application and allocation.
2) A construction and/or permanent lender for a construction loan.
3) A New Markets Tax Credit Investor Allocate for an allocation of 2016 New Market Tax Credits.
4) A New Markets Tax Credit Investor for a Qualified Equity Investment (QEI).
Financing for the first potential Project is expected to close in September 2016. Respondents may propose to serve in on, or more, roles. For cost efficiencies, ARMDC strongly prefers the respondent’s collaborate as necessary to provide a comprehensive proposal covering all proposed roles. An individual firm can join multiple respondent teams.
