The HACP is a municipal corporation, formed under the U.S. Housing Act of 1937, codified at 42 U.S.C. Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth of Pennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged with providing “affordable decent, safe and sanitary housing for low-income persons.”
The HACP has approximately 350 employees and services over 10,000 residents. The Authority itself maintains approximately 5208 units of rental housing; and, through its Section 8 program, funds the rental of more than approximately 5247 other units of privately owned housing.
Major operational departments include Property Management, Maintenance, Occupancy, Section 8, and Modernization & Development. Major administrative departments include Legal, Finance, Management Information Systems, and Human Resources. Our public and community relations departments are Community Affairs and Resident Self-Sufficiency. All departments work together to achieve the goals of the Authority that are set by the Board of Commissioners. Day to day decision-making rests with the Executive Director, who reports to the Board of Commissioners on a regular basis.

The selected firm will be responsible for completing a site inspection and providing ARMDC with a Standard Residential Appraisal Report setting forth the market value assuming fee simple ownership for the three (3) properties listed above. Both restricted values and non-restricted values are to be included in the appraisal for each property/location. In addition, the appraisal must be completed in accordance with Chapter 9 of the HUD Section 8 renewal guide and the final deliverable must be submitted using the HUD Rent Comparability Grid (HUD 92273-S8) format. The properties are located in the City of Pittsburgh, Allegheny County, Pennsylvania and are owned by the HACP.

THE HOUSING AUTHORITY OF THE CITY OF PITTSBURGH will receive sealed bids for Window Replacements at Homewood North, 10 Albertise Street, Pittsburgh, PA 15208. The estimated general construction cost range is $750,000.00 - $1,100,000.00. The work is estimated to begin in the spring of 2016.
THE HOUSING AUTHORITY OF THE CITY OF PITTSBURGH reserves the right to waive any informality in, or reject any and all bids. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the HOUSING AUTHORITY OF THE CITY OF PITTSBURGH.
The Contractor will be required to comply with all applicable Equal Employment Opportunity requirements for Federally Assisted Construction Contracts. The Contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sexual preference, handicap or national origin.
HACP has revised its website. As part of those revisions, vendors must now register and log-in, in order to view and download IFB/RFPs documentation.
