The HACP is a municipal corporation, formed under the U.S. Housing Act of 1937, codified at 42 U.S.C. Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth of Pennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged with providing “affordable decent, safe and sanitary housing for low-income persons.” The HACP has approximately 350 employees and services over 10,000 residents. The Authority itself maintains approximately 5208 units of rental housing; and, through its Section 8 program, funds the rental of more than approximately 5247 other units of privately owned housing. Major operational departments include Property Management, Maintenance, Occupancy, Section 8, and Modernization & Development. Major administrative departments include Legal, Finance, Management Information Systems, and Human Resources. Our public and community relations departments are Community Affairs and Resident Self-Sufficiency. All departments work together to achieve the goals of the Authority that are set by the Board of Commissioners. Day to day decision-making rests with the Executive Director, who reports to the Board of Commissioners on a regular basis.

Allies & Ross Management and Development Corporation (“ARMDC”), a nonprofit development instrumentality of the Housing Authority City of Pittsburgh (“HACP”) is seeking qualified firms to respond through this Request for Proposals (“RFP”) to help finance the new construction of an 87-unit multifamily building for seniors 62 and older, located in Pittsburgh Pennsylvania in the neighborhood of Northview Heights (the “Project”) using 4% Low Income Housing Tax Credit (LIHTC) and Tax-Exempt Bond financing. ARMDC is seeking written proposals from qualified firms wishing to serve in one or more of the following roles for the Project:

1) An investor/syndicator limited partner for a 4% Low Income Housing Tax Credit (LIHTC) application and allocation.

2) A construction/bond purchaser and/or permanent bond purchaser. ARMDC seeks particularly proposals to originate 221(d)(4) financing insured by FHA, but is open to other financing proposals.

Financing for the Project is expected to close in October 2017. Respondents may propose to serve in one, or more, roles. For efficiency’s sake, ARMDC strongly prefers the respondents collaborate as necessary to provide a comprehensive proposal covering all proposed roles. An individual firm can join multiple respondent teams.

The Housing Authority of the City of Pittsburgh (hereinafter referred to as “HACP”), is a federally funded public housing agency. The Housing Authority maintains approximately 5208 units of rental housing. HACP is issuing this Invitation for Bids (“IFB”) for qualified and interested business firms to submit sealed bids to provide Electrical Support Authority Wide and other related work requested by HACP in accordance with Attachment 1 and 2, titled “Bid Sheet and “Specifications”.

THE HOUSING AUTHORITY OF THE CITY OF PITTSBURGH will receive sealed bids for the Bedford Hope Center Improvements at Bedford Dwellings Family Community (PA-1-02). The estimates of construction cost ranges are listed below:

General Construction – $296,000.00 – $434,000.00 Plumbing Construction – $5,000.00-$7,200.00
Electrical Construction – $157,000.00 – $229,000.00 HVAC Construction – $176,000.00-$257,000.00

The construction work is estimated to begin in May 2017.
