The HACP is a municipal corporation, formed under the U.S. Housing Act of 1937, codified at 42 U.S.C. Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth of Pennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged with providing “affordable decent, safe and sanitary housing for low-income persons.” The HACP has approximately 350 employees and services over 10,000 residents. The Authority itself maintains approximately 5208 units of rental housing; and, through its Section 8 program, funds the rental of more than approximately 5247 other units of privately owned housing. Major operational departments include Property Management, Maintenance, Occupancy, Section 8, and Modernization & Development. Major administrative departments include Legal, Finance, Management Information Systems, and Human Resources. Our public and community relations departments are Community Affairs and Resident Self-Sufficiency. All departments work together to achieve the goals of the Authority that are set by the Board of Commissioners. Day to day decision-making rests with the Executive Director, who reports to the Board of Commissioners on a regular basis. THE HOUSING AUTHORITY OF THE CITY OF PITTSBURGH will receive sealed bids for Exterior UFAS Accessible Vertical Lift at Morse Gardens. The construction work is estimated to begin in March 2017.

The Housing Authority of the City of Pittsburgh (“HACP”) hereby requests proposals from qualified contractors (hereinafter, “vendor”) to perform site improvements (hereinafter, “improvements”) for HACP at its Northview Heights property on an as needed basis. A more detailed Scope of Work is provided in Section II of this Request for Proposals (“RFP”). HACP owns and directly manages over 4,000 public housing units in the City of Pittsburgh consisting of family and elderly housing units within approximately 20 communities and amongst various scattered site locations. The selected vendor(s) may be requested to provide improvements at its Northview Heights community. The United States Department of Housing and Urban Development Department (“HUD”) provides the funding for the improvements and therefore all improvements performed must be in compliance with all rules and regulations of this program, and all other applicable Federal regulations including, but not limited to, Handicap Accessibility (Section 504), Americans with Disabilities Act (ADA), Uniform Federal Accessibility Standards (UFAS), Environmental Protection Agency (EPA), Department of Environmental Protection (DEP), Occupational Safety and Health Administration (OSHA), Allegheny County Health Department (ACHD), United States Department of Labor Davis Bacon and Related Acts, rules and regulations, and Federal procurement requirements.

Install Vinyl Floor and Cove Base within Various Units at Hamilton Larmier Units

Provide an American Land Title Association (“ALTA”) survey property boundary survey (the “Survey”) for forty-eight (48) single-family, scattered-site rental units located in the Manchester neighborhood (21st Ward), Pittsburgh, PA 15233. The parcels are listed on the Schedule of Properties as a part of Attachment A. An approximate parcel map depicting each property is also included in Attachment A. If selected, the parcel list will be finalized with the selected firm prior to a kick-off meeting. The Housing Authority City of Pittsburgh (HACP) will use the Survey for the acquisition and eventual redevelopment of the properties.
