Allies & Ross Management and Development Corporation (“ARMDC”), a non-profit corporation and an instrumentality of the Housing Authority of the City of Pittsburgh (“HACP”), hereby requests Proposals from experienced firms to provide Security Camera Systems and Access Control services. A more detailed scope of services is provided in Section II of this Request for Proposals (“RFP”).
ARMDC seeks proposals from persons or organizations qualified to perform: Security Camera Systems and Access Control for the Northview Midrise.
ARMDC is contemplating the award of a professional service contract, or contracts, for three (3) years with two (2) one (1) year extension options (at ARMDC’s discretion) in the form of the Contract (Attachment A) through this solicitation process. If submitting alterations to the ARMDC contract for review and acceptance by ARMDC, please submit an electronic version in MS Word format on and upload the revised version to the Dropbox link provided in the Timeline table of this RFP. If submitting your company contract for review and acceptance by ARMDC, please submit an electronic version in MS Word format to the Dropbox link found in the Timeline table of this RFP. If your contract is not included with your proposal it is assumed that ARMDC’s contract will be used and is binding.

Special Inspections for the Northview Midrise REBID

Allies & Ross Management and Development Corporation (“ARMDC”) is soliciting professional services from firms (“Offerors”) with sufficient experience, expertise and capacity to provide the Special Inspections (the “Services”) necessary to construct a four (4) story building containing forty-three (43) rental apartment units proposed for the Northview Midrise building (the “Project”).
Offerors must have the ability to offer all Services listed below as a part of one contract between ARMDC and the Offeror. To meet this requirement, Offerors are encouraged to assemble a team of internal and external professionals that give the selected lead firm the ability to perform all Special Inspections listed in the scope of work as one contract. Offerors are encouraged to limit their submission to the Specialty Area(s) where they have a proven track record in all sub-areas. It is not necessary for firms to submit a proposal addressing all Specialty Areas, they may submit a proposal for a single Specialty Area. If firms are responding to more than one Specialty Area, they should submit a separate section in their proposal for each area. More than one firm may be selected for any individual Specialty Area.
At its sole discretion, ARMDC reserves the right to issue a Request for Task Order Proposal under an IDIQ contract to any Offeror selected for a Specialty Area based upon ARMDC or HACP’s need for services. Selection of a firm(s) under a Specialty Area does not guarantee that a Task Order will be issued during the contract period. Firm(s) will only provide services under the Specialty Area to which a firm was awarded the contract; however, each Specialty Area contains all aspects of that area and may crossover into other areas.
Lead staff members that will be assigned to work with ARMDC or HACP shall have five (5) or more years of experience in the Specialty Area to which the Firm is responding. Résumés of the qualified staff must be submitted as part of the proposal submission, including but not limited to, certifications, accreditations and/or licenses, if applicable.
The services shall be provided in accordance with the architectural plans and specifications provided by the Project Architect, Fukui Architects, stamped and dated December 3, 2023. The types and frequency of the Special Inspections are outlined on the architectural drawings; Sheet S002 of the General Structural Notes.

Additionally, any and all services performed must be in compliance with the International Building Code and all applicable Federal regulations including, but not limited to, Handicap Accessibility (Section 504), Americans with Disabilities Act (ADA), Uniform Federal Accessibility Standards (UFAS), Environmental requirements, and Federal procurement requirements. The special inspectors shall be certified per IBC Code requirements. In addition, all services must be performed in compliance with applicable Commonwealth of Pennsylvania and Allegheny County laws and regulations and City of Pittsburgh building code requirements.
The Professional Services Contract that is anticipated for us to obtain these services is included herein as Attachment A.
