The Housing Authority of the City of Pittsburgh (hereinafter referred to as “HACP”), is a federally funded public housing agency. The Housing Authority maintains approximately 5208 units of rental housing.  HACP is issuing this Invitation for Bids (“IFB”) for qualified and interested business firms to submit sealed bids to provide Emergency Generators for Specific HACP Sites and other related work requested by HACP in accordance with Attachment 1 and 2,  titled “Bid Sheet and “Specifications.”

Allies & Ross Management and Development Corporation (“ARMDC”), a non-profit corporation and instrumentality of The Housing Authority of the City of Pittsburgh, (“HACP”), hereby requests proposals from qualified firms to provide Co-Developer Services for the implementation of the redevelopment of various HACP communities in the City of Pittsburgh (“Co-Developer Services”). The scope of services for the selected firm(s) may (hereinafter “Co-Developer(s)”) is identified in Section II (Scope of Services) of this Request for Qualifications (“RFQ”).

ARMDC’s mission is to redevelop public housing communities utilizing the mixed finance development approach and other conventional and local non-traditional development methods. It is the intention of ARMDC to pursue a Choice Neighborhoods Implementation (CNI) grant, for which ARMDC requires a Master Developer.

Allies & Ross Management and Development Corporation (“ARMDC”), a non-profit corporation and instrumentality of The Housing Authority of the City of Pittsburgh, (“HACP”), hereby requests proposals from qualified firms to provide Co-Developer Services for the implementation of the redevelopment of various HACP communities in the City of Pittsburgh (“Co-Developer Services”). The scope of services for the selected firm(s) may (hereinafter “Co-Developer(s)”) is identified in Section II (Scope of Services) of this Request for Qualifications (“RFQ”).
ARMDC’s mission is to redevelop public housing communities utilizing the mixed finance development approach and other conventional and local non-traditional development methods. As part of the mixed-finance process, ARMDC will work with the selected Co-Developer(s) to submit 4% and/or 9% low income housing tax-credit applications to PHFA and to obtain the funding necessary in order to implement new development projects. ARMDC may also consider various development opportunities including HUD’s Rental Assistance Demonstration (RAD) and Choice Neighborhoods Initiatives (CNI) programs for this purpose.

The Housing Authority of the City of Pittsburgh will receive sealed bids for the Hamilton – Larimer Demolition, AMP-39

The construction work is estimated to begin in Summer of 2020.

The Housing Authority of the City of Pittsburgh (hereinafter referred to as “HACP”), is a federally funded public housing agency. The Housing Authority maintains approximately 5208 units of rental housing.  HACP is issuing this Invitation for Bids (“IFB”) for qualified and interested business firms to submit sealed bids to provide Grass Cutting of Vacant Lots in the Middle Hill and other related work requested by HACP in accordance with Attachment 1 and 2,  titled “Bid Sheet and “Specifications.”

The Allies & Ross Management and Development Corporation (“ARMDC”), an instrumentality of the Housing Authority of the City of Pittsburgh (“HACP”), hereby requests proposals from qualified professionals to conduct a Physical Capital Needs Assessment (“PCNA”) and Energy Audit (“EA” and together with PCNA, the “Services”) for eighty-six (86) scattered site Low-Income Public Housing (“LIPH”) units located in the Manchester neighborhood of the City of Pittsburgh, as a part of the Manchester Redevelopment (PA-01-72) (see Attachment L – Schedule of Properties and Site Map). A more detailed scope of services is provided in Section II of this Request for Proposals (“RFP”).

The United States Department of Housing and Urban Development (“HUD”) is anticipated to provide the funding for this work through the Capital Fund Program and all work performed must be in compliance with all rules and regulations of this program and all other applicable Federal regulations including but not limited to, Handicap Accessibility (Section 504), Americans with Disabilities Act (“ADA”), Uniform Federal Accessibility Standards (“UFAS”), Davis-Bacon wage requirements, Environmental Protection Agency rules and regulations, HUD’s Modernization Design Standards and Federal procurement requirements. In addition to the Federal laws and regulations, all work must also be performed in compliance with all Commonwealth of Pennsylvania laws and regulations, and local building codes.

The Housing Authority of the City of Pittsburgh (“The Authority”) hereby requests proposals from attorneys with experience in the following practice areas: 1) Construction Contracting & Claims Resolution, 2) Equal Employment Opportunity & Employment Issues, 3) General Litigation and Representation, including Appellate Practice, 4) Labor Relations and Human Resources, 5) Pension, Employee Benefit and Tax, 6) Workers’ Compensation 7) Environmental Hazards; 8)Tax Exemption Applications and Property Assessment for Real Estate; and 9) Public Sector Procurement  10) Land Title Issues 11) Public, Affordable and Mixed-Income Developments, including Mixed Financing Transactions 12) Other General Real Estate Issues, including Acquisition, Disposition, Leasing and Development.

The HACP has approximately 300 employees and services over 10,000 residents.  The Authority, its partners and subsidiaries operate approximately 4000 units of rental housing; and, through its Housing Choice Voucher Program, funds housing assistance for the rental of more than 6000 other units of privately owned housing.

Major operational departments include Asset and Site Management, Facility Services, Occupancy, Housing Choice Voucher, and Modernization & Development.  Major administrative departments include Legal, Finance, Information Technology, and Human Resources.  Our public and community relations departments are Community Affairs and Resident Self-Sufficiency.  All departments work together to achieve the goals of the Authority that are set by the Board of Commissioners.  Day to day decision-making rests with the Executive Director, who reports to the Board of Commissioners on a regular basis.
