Allies & Ross Management and Development Corporation (“ARMDC”), a non-profit corporation and instrumentality of The Housing Authority of the City of Pittsburgh, (“HACP”), hereby requests proposals from qualified firms to provide Co-Developer Services for the implementation of the redevelopment of various HACP communities in the City of Pittsburgh (“Co-Developer Services”). The scope of services for the selected firm(s) may (hereinafter “Co-Developer(s)”) is identified in Section II (Scope of Services) of this Request for Qualifications (“RFQ”).
ARMDC’s mission is to redevelop public housing communities utilizing the mixed finance development approach and other conventional and local non-traditional development methods. As part of the mixed-finance process, ARMDC will work with the selected Co-Developer(s) to submit 4% and/or 9% low income housing tax-credit applications to PHFA and to obtain the funding necessary in order to implement new development projects. ARMDC may also consider various development opportunities including HUD’s Rental Assistance Demonstration (RAD) and Choice Neighborhoods Initiatives (CNI) programs for this purpose.

Professional Physical Capital Needs Assessment (PCNA) & Energy Audit Services for the Manchester Redevelopment REBID

The Allies & Ross Management and Development Corporation (“ARMDC”), an instrumentality of the Housing Authority of the City of Pittsburgh (“HACP”), hereby requests proposals from qualified professionals to conduct a Physical Capital Needs Assessment (“PCNA”) and Energy Audit (“EA” and together with PCNA, the “Services”) for eighty-six (86) scattered site Low-Income Public Housing (“LIPH”) units located in the Manchester neighborhood of the City of Pittsburgh, as a part of the Manchester Redevelopment (PA-01-72) (see Attachment L – Schedule of Properties and Site Map). A more detailed scope of services is provided in Section II of this Request for Proposals (“RFP”).

The United States Department of Housing and Urban Development (“HUD”) is anticipated to provide the funding for this work through the Capital Fund Program and all work performed must be in compliance with all rules and regulations of this program and all other applicable Federal regulations including but not limited to, Handicap Accessibility (Section 504), Americans with Disabilities Act (“ADA”), Uniform Federal Accessibility Standards (“UFAS”), Davis-Bacon wage requirements, Environmental Protection Agency rules and regulations, HUD’s Modernization Design Standards and Federal procurement requirements. In addition to the Federal laws and regulations, all work must also be performed in compliance with all Commonwealth of Pennsylvania laws and regulations, and local building codes.

The HACP has approximately 300 employees and services over 10,000 residents.  The Authority, its partners and subsidiaries operate approximately 4000 units of rental housing; and, through its Housing Choice Voucher Program, funds housing assistance for the rental of more than 6000 other units of privately owned housing.

Major operational departments include Asset and Site Management, Facility Services, Occupancy, Housing Choice Voucher, and Modernization & Development.  Major administrative departments include Legal, Finance, Information Technology, and Human Resources.  Our public and community relations departments are Community Affairs and Resident Self-Sufficiency.  All departments work together to achieve the goals of the Authority that are set by the Board of Commissioners.  Day to day decision-making rests with the Executive Director, who reports to the Board of Commissioners on a regular basis.
