Notice of Proposed Utility Allowances

The Housing Authority of the City of Pittsburgh (HACP) has completed its annual review of the Public Housing Utility Allowances and encourages residents to review the proposed utility and supporting documentation. Residents may also provide written comments as noted below.

Pursuant to regulation 24 CFR 965.502, the HACP hereby provides 60-days notice to its public housing residents of the proposed utility allowances.

Dates available for review: January 28, 2019 through March 28, 2019 – comment period: January 28, 2019 through February 26, 2019.

The HACP records and documents that provide the basis for the proposed utility allowances are available for review and comment during the dates listed above and at the following location:

  • HACP’s main administrative office at 200 Ross Street, 6th Floor, Pittsburgh, PA 15219
  • HACP site management offices.

Changes were made due to: ANNUAL UPDATE

Basis of determination:

Specific information and characteristics about the HACP’s dwelling units were collected for each applicable bedroom size. Data gathered included building type, approximate age, fuel types, construction materials, window types, and mechanicals; including, but not limited to stove, refrigerator, hot water tank, furnace, but not air conditioning. Utility allowances were calculated by utilizing this data along with utility rates charged by the utility companies and standard consumption rates for the region.

The HACP will gather all comments and review them at the close of the comment period. All written comments will be retained by the HACP and shall be available for inspection by residents. Comments should be submitted to: HACP Operations Department, 200 Ross Street, 6th Floor, and must be received by February 26, 2019.

Requests for relief from surcharges for excess consumption and payment of supplier billings in excess of the allowances for resident purchased utilities may be granted by the HACP on reasonable grounds, for example, special needs for the elderly, ill or disabled residents, or special factors on a case-by-case basis. You may request relief from any such surcharge by making an oral or written request for an accommodation to HACP management.

PROPOSED EFFECTIVE DATE OF IMPLEMENTATION: MAY 1, 2019.

0-Bedroom (efficiency) – $48.00 (increase)

1-Bedroom – $48.00 (increase)
