Notice of Proposed Utility Allowances and Payment Standard

The Housing Authority of the City of Pittsburgh (HACP) has completed its annual review of the Housing Choice Voucher utility allowances and payment standards and encourages residents to review the proposed utility allowances and payment standards. Residents may also provide written comments as noted below.

Pursuant to regulation 24 CFR 965.502, the HACP hereby provides 30-days notice to its public housing residents of the proposed utility allowances and payment standard.

DATES AVAILABLE FOR PUBLIC COMMENT: September 20,2021 to October 20,2021

Comments will be received on a virtual public hearing via Zoom on Tuesday, October 12, 2021 at 9:30 a.m., 1:00 p.m. and 5:30 p.m.:

The HACP records and documents that provide the basis for the proposed utility allowances and payment standard are available for review and comment during the dates listed above

Changes were made due to: ANNUAL UPDATE

Basis of determination: Specific information and characteristics about the HACP’s dwelling units were collected for each applicable bedroom size. Data gathered included building type, approximate age, fuel types, construction materials, window types, and mechanicals; including, but not limited to stove, refrigerator, hot water tank, furnace, but not air conditioning. Utility allowances were calculated by utilizing this data along with utility rates charged by the utility companies and standard consumption rates for the region.

PROPOSED EFFECTIVE DATE OF IMPLEMENTATION:  January 1, 2022.
