Allies & Ross Management and Development Corporation (“ARMDC”) is issuing this soliciting to a Professional Environmental and/or Professional Engineering firm to complete the Project Emission Estimates for Regulated Pollutants for Federally Funded Projects (the “Report”) in connection with the new construction of a four (4) story midrise building containing eighty-seven (87) rental apartment units (the “Project”).

Procurement Details:

Potential Emission Estimates should be evaluated in accordance with 40 CFR Part 93, Subpart B, “Determining Conformity of General Action to State of Federal Implementation Plans” in regards to the Project scheduled for development by ARMDC. The physical site is located in the Northview Heights Neighborhood, City of Pittsburgh. The Report should include an analysis that determines and provides evidence regarding the Project’s potential emissions may be found in relationship to the established annual exceedance limits for nonattainment areas.
