On several occasions the Housing Authority City Of Pittsburgh Section 3 program will be looking for qualified people to fill positions with contractors. Free Trainings
Construction Training (Community Empowerment Association)
Community Empowerment Association training programs is for those with little or no experience in the construction trades who want to begin a career as a Construction Laborer. This program is nine (9) weeks with a combination of 91 hours total of Classroom instruction and 40 hours of applied experience.
It is comprised of several levels of instruction which allows trainees to perform many of the types of construction worked performed by Laborers, such as demo work, assisting carpenters, tool and material set up and site clean up.
Upon completion of this session, participants should be prepared to:
Qualify for Apprentice Training
Enter CCAC Trades Program
Start your own business
Work with existing contractors.
Construction Training (Trade Institute of Pittsburgh)
Looking for a free opportunity in training in masonry:
PHASE 1:
Stability, Humility, and Accountability
- Stressing the importance and benefits of taking responsibility for your words & actions
- Demonstrate the respect and accountability you wish to receive in the world
- Develop skills for time management, task prioritization, handling constructive feedback, dealing with conflict, and setting expectations
PHASE 2:
Hands on Skill Building
- Individual and Small Group instruction from general laboring to brick and block masonry
- Learning how to lead and follow on standard project work
- Frequent testing and demonstrations showcasing fundamentals and self-directed projects that can be translated to livable wage jobs
PHASE 3:
Job placement in a Livable Wage
- Strength finding to help students understand the unique and valuable contributions they can make in any environment (personal & professional)
- Minimum job requirements assessed (skills, transportation, etc.) and collaboratively solved with student in the lead position
- Interview preparation and assisted job placement
- Wages starting at $15+
Drivers Education (Rogers School Of Driving)
Residents must have the following to qualify for the Driver’s Education Program.
• All candidates must possess a current valid Pennsylvania driver’s permit to enter the driver’s training program.
• All driving students must be a resident in the Housing Authority City of Public Housing, Section 8 or Scattered site.
• Must be a participant of the Family Self Sufficiency (FSS)/ Resident Employment Program (REP) and assigned to a Service Coordinator.
• All candidates must show the proper identification to prove 19yrs of age and older.
FYI, please still have the resident fill out the driver’s education (caption below) form prior to the initial meeting with me.

What is a Section 3 business & what types of economic opportunities are available under Section 3?
A business:
- That is at least 51 percent or more owned by Section 3 residents,
- Whose permanent, full-time employees include persons, at least 30 percent of whom are currently Section 3 residents, or within three years of the date of first employment with the business concern were Section 3 residents, or
- That provides evidence of a commitment to subcontract in excess of 25 percent of the dollar award of all subcontracts to be awarded to a Section 3 business concern.
