HACP to Lift Temporary Rent Increase Pause for HCV Landlords on Jan. 1, 2026; Increases Capped at $100

The Housing Authority of the City of Pittsburgh (HACP) is lifting its temporary pause on Housing Choice Voucher landlord rent increase requests, effective Jan. 1, 2026.

Beginning Jan. 1, 2026, the HACP will resume reviewing and processing rent increase requests in accordance with the HACP HCV Administrative Plan.

The maximum allowable rent increase is $100, provided the request is reasonable for the area in which the unit is located. Requests exceeding this cap or not meeting rent reasonableness standards will not be approved.

The $100 cap on rental increases is due to economic changes and budgetary constraints.

Submission for Missed Windows

Landlords who were unable to submit rent increase requests during the pause period will be provided a limited submission window to account for the missed opportunity.

Future Rent Increase Requests

After this temporary submission period, all future rent increase requests must be submitted no later than 120 days prior to the tenant’s recertification effective date, as outlined in the HACP Administrative Plan, available online or upon request.

Important:

● All rent increase requests must be submitted through the HACP Landlord Portal on the HACP website: https://hacp.partnerinhousing.com/View/Security/Login.aspx.
Requests submitted by any other method will not be accepted.

● The maximum allowable rent increase is $100, provided the request meets rent reasonableness for the area in which the unit is located.
Requests that do not meet these requirements will not be approved.
