Allies & Ross Management and Development Corporation (ARMDC) is issuing this Request for Proposal (“RFP”) for qualified and interested business firms to submit sealed bids to provide services for Development Professional and Advisory Services requested by ARMDC as outlined in the attached RFP documents.

Procurement Details:

The Housing Authority of the City of Pittsburgh (HACP) and its instrumentality, Allies & Ross Management and Development Services (ARMDC), anticipates the need and intends to contract with one (1) or more qualified firm(s) to provide professional services in the following categories Specialty Area(s) to include real estate accounting and investments, real estate project financing and self-development, U.S. Housing and Urban Development (HUD) programmatic and regulatory advisory services, HUD Rental Assistance Demonstration (RAD) program, rental property oversite and advisory consulting, tax preparation and advisory services, Securities and Exchange Commission (SEC) compliance and reporting, credit analysis advisory services, HUD Fair Housing Equal Opportunity (FHEO) / HUD Site and Neighborhood Standards advisory services, state historic preservation program (section 106) and archeological investigations, real estate title insurance and settlement services, appraisal services, and real estate brokerage services for both commercial and residential properties (Development Professional and Advisory Services) on an as-needed basis.

The selected firm(s) will provide staff augmentation, consulting/advisory services and/or other related professional services on behalf of HACP and ARMDC based on a task order service contract for one or more specialty area(s). Following execution of services contract, request for task orders will be issued for qualified firms to submit a fee proposal and budget based on a defined scope of services before work is authorized.

The ARMDC is contemplating the award of a professional service contract(s), for an initial term of three (3) years with two (2) one (1) year extension options (at ARMDC’s discretion). Whereby ARMDC will authorize the selected firm(s), during a stated time period and for the services ARMDC requires, to perform the Services on an as-needed basis through the use of Task Orders. Attachment A – Professional Services Contract is the form of contract that will be used through this solicitation process.

In addition to the electronic submittal above, Allies & Ross Management and Development Corporation (ARMDC) will only be accepting physical bids dropped off in person from 8:00 a.m. until the bid opening time of 9:00 a.m. on July 31, 2024 in the One Stop Shop located in the lobby of 412 Boulevard of the Allies, Pittsburgh, PA 15219. Sealed bids may still be mailed via USPS at which time they will be Time and Date Stamped at 412 Boulevard of the Allies, 6^th Floor, Pittsburgh, PA 15219.

Proposals without all of the required information may be deemed non-responsive and failure to follow the instructions may result in the deduction of points as well as lower points in the corresponding scoring criteria. Proposals must be received at the above address no later than July 31, 2024, at 9:00 a.m., regardless of the selected delivery mechanism.
