The Housing Authority of the City of Pittsburgh (HACP) desires to review the physical
condition and long-term capital improvement needs for a mixed-income, mixed-finance
residential property, also known as Christopher A. Smith Terrace, which is located at 2829
Bedford Avenue, Pittsburgh, PA 15219 (Property). HACP has subsidized the public
housing units of the Property. The Property also includes Low Income Housing Tax Credit
units. Please see Attachment A, Property Information, for more details. HACP is in
need of a physical capital needs assessment (PCNA) as described in the scope of
services section.
