Housing Authority and Development Partners to Unveil New Affordable Units at Middle Hill on Nov. 1, 2017

The Housing Authority of the City of Pittsburgh (HACP) and its development partner, KBK Enterprises, will host a ribbon-cutting ceremony on Wednesday, Nov. 1, 2017, to commemorate the completion of 52 new units of mixed-income housing located in the city’s Hill District. The ceremony will be held at 2195 Webster Avenue, Pittsburgh, beginning at 10:00 a.m. 

These units represent the third phase of redevelopment activity for the former Addison Terrace public housing community. Phase III units, known as “Middle Hill” consists of 52 units, including 1, 2 and 3 bedroom townhomes, as well as six units that have been completed in adherence with Uniform Federal Accessibility Standards. Of the 52 units, 37 will be designated as affordable with the remaining 15 being designated as market rate. 

HACP Executive Director Caster D. Binion said, “We’re very pleased with the finished product at Skyline Terrace. The first two phases of activity have produced some of the very best affordable housing in the nation and we’re extremely proud to continue this effort with the off-site housing located in the Middle Hill. Addison Terrace represented some of the oldest, most-distressed public housing stock in the nation. Skyline Terrace represents the future of affordable housing – a safe, vibrant, energy-efficient housing community that will house Pittsburgh residents of all walks of life.”

Skyline Terrace Phase III/ Middle Hill is one of HACP’s largest and most significant redevelopment efforts to date. The project is being implemented in partnership with the United States Department of Housing and Urban Development and the Pennsylvania Housing Finance Agency. The total development cost for the planned 400-unit development, including significant upgrades to local public utilities and streets, is approximately $160 million, making Skyline Terrace Addison Terrace one of the largest redevelopments of affordable housing within the City of Pittsburgh. All of the redevelopment phases are on target to certify under Enterprise Green Communities with Phase 1 being designated as the largest Enterprise Green Community in Pennsylvania. 

HACP’s redevelopment of one of the nation’s oldest public housing communities is being directed by co-developers and Allies & Ross Management and Development Corporation (ARMDC), an affiliate of HACP, and Keith B. Key Enterprises LLC (KBK).

The redevelopment team strives toward the goal of creating a community that is reintegrated into the Greater Hill District and fully connected to the surrounding community, with convenient access to local businesses and services. This goal is being accomplished by introducing new buildings, improving existing neighborhood streets, enhancing walk-ability and safety, and providing neighborhood connectivity through major infrastructure improvements. 

HACP and KBK are proud to report that the Middle Hill development has generated significant economic activity, while achieving a minority & women owned business participation rate of 59 percent and producing 34 Section 3 jobs in residential construction for HACP residents and other qualified low-income city residents.
