The Consultant for Strategic Planning should be an individual or a business corporation, partnership, firm, joint venture or other legal entity duly organized and authorized to do business in the City of Pittsburgh, financially sound and able to provide the services being procured by HACP.

Allies & Ross Management and Development Corporation (“ARMDC”), an instrumentality of the Housing Authority of the City of Pittsburgh (“HACP”), is issuing this request for proposals for qualified professionals to conduct a Green Physical Needs Assessment & Integrated Energy Audit (GPNA) (hereinafter, “Services”) for 86 existing Low Income Public Housing Units (“LIPH”) located in the Manchester neighborhood known as, Manchester, AMP-72. A more detailed scope of services is provided in Section II of this Request for Proposals (“RFP”). The United States Department of Housing and Urban Development Department (“HUD”) provides the funding for this work through the Capital Fund Program and any recommended work must be in compliance with all rules and regulations of this program and all other applicable Federal regulations including, but not limited to, Handicap Accessibility (Section 504), Americans with Disabilities Act (ADA), Uniform Federal Accessibility Standards (UFAS), Davis-Bacon wage requirements, Environmental Protection Agency rules and regulations, HUD’s Modernization Design Standards and Federal procurement requirements. In addition to the Federal laws, rules and regulations, all services must also be performed in compliance with all Commonwealth of Pennsylvania laws and regulations and the Allegheny County and the City of Pittsburgh codes and requirements.

The Housing Authority of the City of Pittsburgh (hereinafter referred to as “HACP”), is a federally funded public housing agency. The Housing Authority maintains approximately 5208 units of rental housing. Allies & Ross Management and Development Corporation ("ARMDC"), a non-profit corporation and an instrumentality of the Housing Authority of the City of Pittsburgh (“ARMDC”), working in conjunction with Allies Property Management Group (APMG), a subsidiary and instrumentality of the HACP hereby requests Proposals from experienced firms to provide Third Party Property Management Agent for Rental Assistance Demonstration (RAD) Properties. A more detailed scope of services is provided in Section II of this Request for Proposals. (“RFP”). It is Allies & Ross Management and Development Corporation mission to be the flagship agency providing property management and real estate development services in the City of Pittsburgh, thereby creating environments that improve the quality of life for HACP customers. HACP services 4,260 housing units either through direct property management or through third party mixed-finance developments. HACP provides tenant-based rental assistance to another approximately 5,270 residents throughout the city. In 2007, HACP created its non-profit subsidiary, Allies & Ross Management and Development Corporation, to provide real estate development services assessing the physical viability of ARMDC properties, developing and implementing strategies to enhance the life cycle, maintenance and livability of HACP properties while generating income to support future development activities. Pursuant to HUD PIH 2007-15, HACP selected ARMDC to assist in transforming public housing in the City of Pittsburgh by working cooperatively with United States Department of Housing and Urban Development Department ("HUD"), the Pennsylvania Housing Finance Agency ("PHFA") and other entities to achieve HACP’s revitalization objectives. Allies & Ross Management and Development Corporation (the “ARMDC”) is soliciting a Professional Auditing Services firm (the “Auditor”) to complete a Development Cost Certification in accordance with Section 42 of the Internal Revenue Service (the “IRS”) Code and Pennsylvania Housing Finance (the “PHFA”) requirements for a new construction development of a four (4) story, eighty-seven (87) rental apartment unit building called Northview Midrise (the “Project”). The project includes forty-four (44) LIHTC buildings and one non-LIHTC building. The project includes acquisition and rehabilitation credits and will track costs according to the three bond projects included in this transaction. ARMDC is soliciting a Professional Audit Services firm to complete a Development Cost Certification on behalf of future owner of the Project, Northview Midrise, LLC (the “Owner Entity”), and this procurement, along with any subsequent contracts or agreement related to this procurement, may be assigned to the Owner Entity for the purposes of proper compliance with Section 42 of the IRS Code.

From time to time the Housing Authority City of Pittsburgh experiences underground water leaks that need repaired ASAP to continue to provide reliable water service and prevent any above ground hazards.

The HACP is a municipal corporation, formed under the U.S. Housing Act of 1937, codified at 42 U.S.C. Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth of Pennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged with providing “affordable decent, safe and sanitary housing for low-income persons.” The HACP has approximately 300 employees and services over 10,000 residents. The Authority, its partners and subsidiaries operate approximately 4000 units of rental housing; and, through its Housing Choice Voucher Program, funds housing assistance for the rental of more than 6000 other units of privately owned housing. Major operational departments include Asset and Site Management, Facility Services, Occupancy, Housing Choice Voucher, and Modernization & Development. Major administrative departments include Legal, Finance, Information Technology, and Human Resources. Our public and community relations departments are Community Affairs and Resident Self-Sufficiency. All departments work together to achieve the goals of the Authority that are set by the Board of Commissioners. Day to day decision-making rests with the Executive Director, who reports to the Board of Commissioners on a regular basis.
