
Housing Authority of the City of Pittsburgh to Pause Some Program Features Due to Proposed Federal Budget Cuts
The Housing Authority of the City of Pittsburgh (HACP) is preparing for potential cuts to federal funding in the Fiscal Year 2026 budget.
The federal government is proposing to cut 43% — or $26.72 billion — in funding for the Department of Housing and Urban Development*, which would affect many HACP programs, including the Housing Choice Voucher Program (HCV).
If the proposal is passed, much of the federal funding for Public Housing Authorities may be redirected to state or local governments. The federal budget proposal includes a plan to funnel federal funding to state governments in order for states to create their own rental assistance plans.
The HACP will continue to make Housing Assistance Payments under current contracts, provide Housing Assistance Payments to current HCV participants, and maintain properties owned and operated by the HACP.
However, to provide services at the current level, the HACP must make the following changes:
- Pause Project-Based Voucher awards
- Pause new landlord incentives
- Pause rent increases, effective July 31, 2025
Any rent increases for FY 2026 that are already in the system will be honored. Landlords can submit rent increases for the remainder of FY 2025 by July 31, 2025.
“This decision, while not made lightly, is intended to maintain long-term stability of the program,” said HACP Executive Director Caster D. Binion. “The HACP is positive that this pause will keep the HACP’s HCV Program viable in order to maintain our current roster of landlords and tenants.”
The HACP Executive and Housing Choice Voucher Program staff informed its Landlord Advisory Council members of these changes on Thursday, July 10, during the council’s monthly meeting.
Remaining landlords and property owners not in attendance Thursday are being informed via mailed letter, email, and social media this week.
The HACP feels these changes are in the best interest of the more than 3,000 Housing Choice Voucher landlords/property owners, and more than 5,000 HCV voucher holders.
