
HACP Receives HUD ROSS Renewal Grant to Continue Self-Sufficiency Programming
The Housing Authority of the City of Pittsburgh (HACP) is excited to announce that it is one of two public housing authorities in the state of Pennsylvania listed in an April 1, 2025, funding announcement to receive a Resident Opportunity and Self-Sufficiency (ROSS) Renewal Grant in the amount of $493,969 from the U.S. Department of Housing and Urban Development (HUD).
This critical funding will allow the HACP to continue arming its 250 program residents with the tools and skills needed to succeed, and further its mission to be a place to live and a path to launch.
The ROSS program, the gateway to the Family Self-Sufficiency (FSS) program, provides service coordination to families in HACP’s Low-Income Public Housing communities. ROSS coordinators promote economic and housing independence and stability by conducting needs assessments, providing linkage to supportive services, and creating resident empowerment activities.
The ROSS program also provides day-to-day life coaching for participants to help launch them into economic and housing stability, as well as hosts several initiatives to focus on community needs like financial literacy and childcare, according to HACP FSS/ROSS Program Manager Kier Johnson.
It also provides transportation for participants who are searching for or starting employment.
More than 11 ROSS Program participants were successfully referred to the FSS Program in 2024.
The program operates in five communities — Allegheny Dwellings, Arlington Heights, Bedford Dwellings, Homewood North, and Northview Heights — and is a critical element of the plethora of services HACP offers to its residents. From interview prep to financial planning and more, ROSS programs facilitate growth and set residents up to achieve their goals.
