Allies & Ross Management and Development Corporation (“ARMDC”), a non-profit corporation and instrumentality of The Housing Authority of the City of Pittsburgh, (“HACP”), hereby requests proposals from qualified firms to provide Co-Developer Services for the implementation of the redevelopment of various HACP communities in the City of Pittsburgh (“Co-Developer Services”). The scope of services for the selected firm(s) may (hereinafter “Co-Developer(s)”) is identified in Section II (Scope of Services) of this Request for Qualifications (“RFQ”).

ARMDC’s mission is to redevelop public housing communities utilizing the mixed finance development approach and other conventional and local non-traditional development methods. It is the intention of ARMDC to pursue a Choice Neighborhoods Implementation (CNI) grant, for which ARMDC requires a Master Developer.

Procurement Details:

ARMDC requires that all Master Developer Services performed comply with the rules, regulations and requirements of Mixed-Finance Development set forth at 24 C.F.R. Part 941 and all other applicable Federal regulations including, but not limited to, the Quality Housing & Work Responsibility Act of 1998 (“QHWRA”) (Section 208 of title V of the FY 1999 HUD appropriations Act, (Public L.105-276, 112 Stat. 2518, approved October 21, 1998) which amended the U.S. Housing Act 1937.

In addition to the Federal laws, rules and regulations, Master Developer Services must be performed in compliance with all applicable Commonwealth of Pennsylvania laws and regulations, including those governing PHFA’s LIHTC program, Allegheny County, City of Pittsburgh and HACP requirements.
